Apache ServerLimit not honoring

Dear Apache experts

Why apache 2,2,x doesn't honor ServerLimit? Under what conditions ?

How should I check all the interval counters of apache.

Current value of MaxRequestPerChild i.e connections count handled by 
worker, Threads per child , Connect.

Active connections handled by each worker etc....
