content negotiation default language/file?

Hi,

On my current site with 2.2.31 (www.vishay.com)

I have 3 languages, 

English index.html

ja index.ja.html

zh index.zh.html

I am trying to set this up similarly on my new server, 2.4.16.

I can get ja and zh to work, but I can't get it to know that index.html is english.

Is this still possible or I must name everything index.en.html?

Is there an option I am missing?
