Does www-data have write permissions in the CoreDumpDirectory? Another method to set the core dump directory in linux is echo "/var/tmp/core-%e.%p" > /proc/sys/kernel/core_pattern The ulimit is only valid for the shell (and subsequent child processes) you're currently in, so you should restart apache from the same shell.
