You still haven't shown us your .htaccess. Keep in mind the contents are treated as if they were inside a <Directory> section in the main httpd.conf file. So if, for example, you've wrapped the contents of your .htaccess inside another <Directory> directive that will cause problems. Do you actually have a "RewriteEngine on" line at the top of your .htaccess? If not try adding one. You probably also want "RewriteBase /" as the next line.
