Here httpd consumes 98.6% user CPU, due to which httpd can’t process new requests, so web pages don’t open up properly.

Is machine you are using has only one CPU ?? 

If no top command shows cumulative usage all CPUs. 

Then actual CPU usage is = % shown by top comand/no of CPUs.
