I am looking for I would like to add a default ‘maintenance’ web page that will display when I am performing website updates. Could someone point me to technical documentation that will show me how to do this?

Drop a .htaccess page in the site(s) document root that will redirect the whole traffic to a maintenance page. Or you can restart apache with alternate config file prepared for maintenance mode using -f switch on stratup.
