Maybe you can do something with NE flag of mod_rewrite.

I have a problem with a rewrite rule like this:
RewriteCond %{LA-U:REMOTE_USER} !^$
RewriteRule ^(/.*)? %{LA-U:ENV:internal_path}$1 [L]
it works well, unless the URL contains '%'-characters. To be more
specific, it only works as long as the decoded URL is still valid.
E.g. a%2525b.txt works, a%25b.txt does not.
So it seems the decoded filename is passed to the subrequest where
it gets decoded again. Can I influence in any way what is passed there?
Shouldn't it be re-encoded before passing on?
