Maybe you can do something with NE flag of mod_rewrite.

E.g. a%2525b.txt works, a%25b.txt does not.

So it seems the decoded filename is passed to the subrequest where
it gets decoded again. Can I influence in any way what is passed there?
Shouldn't it be re-encoded before passing on?
