rpmbuild fails with "nss native error -8128: (SEC_ERROR_NO_MODULE)"

I'm trying to build and install apr-util 1.4.1 for CentOS 5. When I do 
an `rpmbuild -ba apr-util.spec` using the spec file included in the 
distribution tarball, it eventually fails with this output:

This apparently occurs during the `make check` portion of the build. 
I've considered commenting that line out in the spec file so that the 
rpm can be built, but it looks like the error is related to the nss 
cryptographic library and I'm wary of making changes that could 
compromise security. The only reference to this issue I could find is 
http://mail-archives.apache.org/mod_mbox/apr-dev/201112.mbox/%3C4EE50935.9010502@xxxxxxxxxxx%3E, 
and no solution was forthcoming there. Is there a fix or workaround for 
this issue?
