Confirmed bug 2.4.2  w/php 5.4.0: I suggest you log a bug report with php development team

In the interim, 5.3.10 is safe and works very well without errors.

Note: partial pages load (I just used phpmyadmin, since I know its on my dev box and is a little bit more than basic web pages)
sidebar loads then it fails to load centre and process exits, until a refresh then it continues loading. repeat logins, same result.
