Question regarding apache not listening on port 80 and 443.....

Hello all

Basically I have 2 versions of apache installed. One is an older 2.2.8 and the other an updated version of 2.2.21. When I shutdown the older version and start the newer version up to use port 80 and 443 it is not working. Both are set up to use port 80 and 443 but I only use one apache version at a time.
The updated apache version starts up.....but does not use those ports even though my config files are pointing to them. Can someone shed some light on this?
