November 2001 crash

NY Times says (in reporting hearing on SW Midway accident):

"Commercial aviation is going through a remarkably safe period, with no 
major jet crashes since November 2001, but runway overruns continue to 
be a threat."

What was that?  All that comes to my mind is the Charlotte Beechcraft 
crash.  I guess propjets are jets too.

I still don't know why any pilot or controller chooses to accept a 25 
kt. tailwind, even if it isn't snowing.
