BUR actually put a few jetways in back in the '80s to try, but took them out 
soon after, and is still very much an airstair airport.  ONT switched when 
they opened the new terminals, which are also on a different part of the 
airfield.  
As far as the why serve LAX question, that is simple.  The airport has no 
restrictions, slot, runway or otherwise.  It is also quite central to people in 
the region, moreso than any of the other airports
