Ryanair is an Irish company and as such is subject to JAA authority.  The JAA
and FAA have virtually identical certifications for aircraft, the exception
being the A319, which is certified for 150 in Europe but only 145 here (done
for Easyjet), but that has to do with the removal of a galley or lav, not floor
space or exit requirements.  If you look inside a FR 738, you will see that
there really is no room for even more seats and it has the max for its exits
