They knew there were problems with them and never fixed them The reason for creating the rule about dropping debris on the runway is because it is impossible for airports to clean a runway after every take off. They did not know this problem existed because the only way to have found out is exactly what happened. The tires were fine, the same as any other airliner. They did switch to a radial design after the crash. Again, they could not have known that but for the accident. CO's airplane was responsible for that.
