As a New Hampshire resident, I'm not sure. It would seem that everyone would rally around a common 're-purposing' scheme for that base. After all, with a weak economy any of those ideas you mentioned would be beneficial. But, this is Massachusetts after all. And that means studies...and more studies...and hearings...and governmental intervention. Not that this sort of stuff wouldn't happen anywhere else, but in Massachusetts you have perhaps the worst environment for making decisions and getting a plan of action underway.
