Almost all of the regional feeders are paid on a 'fee per departure' basis. Many of these fee per departures rates were set many years ago, and some likely have clauses for fuel price variability. Even if they were flying empty, they'd still be making money. It's all funny money anyways, as many of the majors own their feeders.
