Mark: If I understand your question correctly, you are wondering if a passenger who got on an El Al flight in Toronto, and that the flight originated in Tel Aviv bound for Los Angeles, is the passenger likely to, or required to, clear US customs in Toronto, much like if I flew up for a weekend from Boston to Toronto or Montreal and was returning to Boston, I'd clear US Customs up there. Correct? The answer is a double 'no.' Passengers are generally not allowed to board a flight, in this case, The EL AL flight bound for Los Angeles, while it is stopped in Toronto, because that conflicts with the rules for the airline reciprocal agreement under the Warsaw Pact established after World War II. Toronto originating passengers wishing to fly to Los Angeles, should be flying Air Canada or some other carrier whose home is in Canada, not another country. There are some exceptions, but I believe that this is the norm.
