Prior to retiring the only time a flight progress strip was required was if the aircraft was in positive control airspace. (ie VFR in TCA etc.). Some facilities went with computer generated data and flight data strips were not required. The ARTS computer did the traffic counts. AFAIK the Centers did the same. Facility Levels were based on instrument traffic count. Positive control VFR was included in this count. If seperation services were not provided the traffic was not counted (towards facility level).. I really haven't kept up with facility classification since they were reclassified.
