The ATCT supervisor (designated watch supervisor) would make the formal call on changing active runways. Most major airports have a formalized runway use plan. It's normally based on wind direction and speed. A calm wind (it was less than three knots) runway is normally designated. Noise abatement is also considered. When a supervisor is not available a controller is designated controller-in-charge. This deals with operational duties only. The FAA has a formalized training course for these controllers.
