Could be a lot of flights that connect to this flight (it looks like it's 820 - is that right?) are habitually late and the flight holds for connecting pax. Today's flight from PHX to BOS shows is arriving on time (i.e. within 15 minutes of schedule) after leaving PHX a few minutes late.
