The latest proposal for modernizing the airport was developed through negotiations between Hahn's office and Councilwoman Cindy Miscikowski, who presented a less expensive alternative to Hahn's proposed $9.1 billion overhaul. Hahn said he was glad to have reached the consensus. "We're at a point that we can move forward," he said. Under the agreement reached Friday, initial construction would focus on = an elevated tram, consolidated rental car facility and a transit center. Under Miscikowski's plan, additional analysis would be required before a remote check-in center is built near the San Diego Freeway and three terminals are demolished. Hahn's initial plan stalled amid opposition from airlines, nearby communities and others. Some City Council members called it too expensive. Staffers for Hahn and Miscikowski said the latest plan will be presented to airport and planning commissioners at a public meeting on Monday.
