No. That was Carter, in 1978.

The significant impacts of the Reagan administration that I can think of are:
1. Firing all the air traffic controllers in 1981. It took ATC years to recover
from that.
2. Happily accepting a number of airline mergers that lead to 'fortress' hubs:
Northwest/Republic, TWA/Ozark, etc.
