Al, Stated rationale (circa 2000/2001 when it was being promoted, along with "Collaborative Decision Making" -- inviting airline SOCs into the FAA tent) was relieving industry of the scheduling uncertainties of ground stops, inflight holding and related delays. In other words, the initiative was delay-driven.
