Precisely.

Southwest still has a contract of carriage, and they are fairly foul
when you violate it.

But Southwest's model is of a cost-plus pricing model, (versus the
yield mechanism of others), and negates the need to finagle the
pricing.

Southwest just happens to have taken that fact and turned it into a
marketing ploy.
