International and domestic are completely different beasts.  =
Domestically
airlines can do pretty much whatever the please. Internationally =
everything
from IATA to bilateral can play a role.

The priority airport standby is only valid if the fare that you paid =
permits
standby travel.  Again they are only going to waitlist you for a flight =
if
your fare permits changes.  I think they only board Gold members first =
on
international flights.

I say:

Continental had no problem putting me on standby for several earlier =
flights
than the one I was ticketed for.  I got the first EWR-CMH one for no =
extra
charge in early December.
