American, part of the AMR Corporation, and United, part of the UAL Corporation, agreed to cut 5 percent of their takeoffs and landings from 1 p.m. to 8 p.m. Central time, the busiest time of the day, for six months starting March 4, officials and the airlines said. Together, the two airlines and their commuter affiliates account for 88 percent of all operations at O'Hare, a network hub for United and American as well as an origin and destination for many international flights. The deal was made formal in a Transportation Department order signed by Marion C. Blakey, administrator of the Federal Aviation Administration. The deal will cut 62 flights a day at O'Hare.
