There is no such thing as commercial airspace in the USA.  There are rule=
s
to follow for all aircraft.  There is what is called Positive Controlled
Airspace and there is two basic types of flying.  Visual (see and be seen=
)
and Instrument (separation is ensured from all other instrument traffic).
The latter is what I believe you are referring to as commercial airspace.
The visual (VFR) is what does not require a flight plan to be files and
except in certain situations no seperation services are provided.

      CANBERRA (AP)--The safety of thousands of commercial flights across
Australia could be compromised by planned airspace reforms, air traffic
controllers warned Thursday.

      Based on the U.S. Federal Aviation Administration's airspace model,
the new National Airspace System (NAS) will allow light aircraft to use
commercial airspace without having their flight plans approved by air
traffic control.
