Gerald There is no such thing as commercial airspace in the USA. There are rule= s to follow for all aircraft. There is what is called Positive Controlled Airspace and there is two basic types of flying. Visual (see and be seen= ) and Instrument (separation is ensured from all other instrument traffic). The latter is what I believe you are referring to as commercial airspace. The visual (VFR) is what does not require a flight plan to be files and except in certain situations no seperation services are provided.
