It was imposed by the boys in Canberra after Ansett collapsed. It was done as a way of ensuring all AN employees got their minimum termination payments. The govt loaned the administrators the required sum (something in the region of $300 million, IIRC) and recouped it from the travelling public until such time as the administrators were able to sell enough assets to pay the govt back. Any excess was/is supposed to go into a general "boost tourism" fund. Given that AN collapsed only a few months before a general election, the more cynical amongst us saw it as nothing more than an election stunt. It wouldn't do to have umpteen thousand pissed off voters just before an election, now would it?
