I'm not sure but this may be a displaced threshold. SAN's runway is 9400 feet but you can't use all 9400 feet of it. On runway 9, the end of the runway is displaced by 700 feet, making it a 8700 foot runway. On the other end (runway 27), it is displaced 1810 feet, making the usable length only 7590 feet.
