A Congressional proposal to tighten security requirements for foreign
companies and workers who maintain planes flown by U.S. airlines is so
"watered-down" that it will have no impact. That's the complaint of the
union that represents some 12,000 mechanics at Northwest, Mesaba, Southwest
and other airlines. Last week, the U.S. Senate passed a measure that would
require foreign workers maintaining planes to undergo drug testing and
background checks.

This makes it sound as if the new proposal to check "foreign workers" is
intended to apply to work done outside the U.S.  I assume that current drug
and background testing of alien mechanics who work in the U.S. is the same
as that of citizen workers.
