In an extended session, the House voted 79 to 10 for the bill, which was quickly approved in the Senate by a 42-to-1 vote. It calls for a 40 percent cut in a payroll tax known as the business and occupation tax; tax credits for research and development; property tax relief; and unspecified help financing construction of buildings and other facilities. It would total about $400 million over the next six years. Gov. Gary Locke, who proposed the bill, is widely expected to sign it into law. That will not guarantee, however, that Boeing will build its planned 7E7 jetliner in Washington, the state where the company was born in 1916. Two years ago, Boeing moved its headquarters to Chicago. Washington is competing with several other states, many of which offer lower business taxes and less stringent regulation, in a public contest to be selected for the manufacturing site of the 7E7, Boeing's first new jet in a decade. The company has set a deadline of June 20 for proposals and is expected to make a decision this year.
