Talks between air traffic controllers and Nav Canada on hold until Monday Canadian Press Saturday, June 07, 2003 OTTAWA (CP) - Negotiations between the union representing Canada's air traffic controllers and their employer, Nav Canada, will resume Monday after a weekend break, a spokesman for the company said Saturday. "We are looking forward to resuming the talks on Monday," said Nav Canada spokesman Louis Garneau. Nav Canada is the not-for-profit agency that has owned and operated Canada's air navigation services under Transport Canada regulation since 1996. Garneau wouldn't say how negotiations were progressing, but did say the move to resume the talks aimed at avoiding job action by 2,300 air traffic controllers was "positive." After working without a contract for well over two years, the Canadian Air Traffic Control Association warned Friday that it could begin job action at any time if it can't get better schedules and pay. But the union's ability to strike is tightly restricted by law, a matter under review by the Canada Industrial Relations Board. Only those controllers who provide air traffic control training can walk off the job. A number of walkouts last fall by the union had a significant impact on training, slowing Nav Canada plans to license new controllers, Garneau said Thursday. Talks to find a solution to the escalating dispute between the two parties started Thursday, with federal Labour Department officials also in attendance.
