Air France did have Chicago-Montreal local traffic rights. Air France and Air
Canada were the only airlines on this route until 1977, when the US
government finally awarded a Chicago-Montreal route to American. Air France also had
full local traffic rights between Houston and Mexico City.

Several other airlines have had fifth freedom traffic rights between the US
and Canada over the years. In the early 90's, Thai actually based an A310 at
Seattle, to fly SEA-Toronto-SEA. The SEA-YYZ flight was timed to connect with
Thai's SEA-Tokyo-Bangkok 747 flights, and was the only nonstop between the two
cities at the time.
