While the Quebecois want to be distinctive in damn near everything, it was a Transport Canada thing that allowed no one past security in Canadian airports.

For transborder flights, it was a moot point anyway, since most airports
that have flights to the US (the few exceptions that I can think of are
Victoria, London, Halifax, and Kelowna, but that's by no means
exhaustive) also have pre-clearance, so in order to get to the gate,
you'd have to legally enter the United States, and then re-enter Canada
as you left, which isn't happening.  At Dorval, you can see off a
departing US passenger as far as the checkpoint where someone checks
your boarding pass, ID slip, and passport at the entrance to US Customs.
  Returning to Canada, you clear Canadian customs at your arrival point.
  Not all US airports allowed non-pax to the gates, either; the barrier
at the Port Authority airports (EWR, LGA, JFK) has been the security
checkpoint for as long as I can remember.  In fact, when I traveled
YUL-ORD in January of 2001, I had forgotten completely that you could
actually be met at the gates (my home airport is EWR), and I walked,
head down, right past the people who were picking me up, since I thought
that I'd just see them at baggage claim.
