Would an aircraft enroute from DFW to LHR even have to dump fuel to make
an emergency landing at ORD?  One would think that it would have burned
off sufficient fuel between DFW and ORD that it would not be an
overweight landing.

The captains usually carry some company checks for emergencies like that
because they usually have to pay a landing fee and associated charges to
the airport they land at (depends on the airport and their generosity),
fuel, catering sometimes, etc.
