Perhaps, but Rendell needs mightily to transcend the general suspicion of him in the west that he's just out for Philadelphia's benefit. Being seen to sell Pittsburgh down the river in something this important so early in his administration would pretty much ruin him. In any event, Pittsburgh has its problems as a hub, it's true, but it isn't as if Philadelphia is the economic powerhouse of the universe either.
