Battle over Phoenix runway could spell delays The Phoenix suburb of Tempe is trying to stop improvements on the main takeoff runway at Phoenix Sky Harbor International Airport. Construction is set to begin Jan. 6, but Sky Harbor and the Federal Aviation Administration haven't studied the project's environmental impact, said the city's aviation attorney, Barbara Lichman. Sky Harbor officials say they've done air studies, and warn that they'll have to close the runway if improvements aren't made soon.
