Discount carriers want access at Washington Reagan National Discount airlines are unhappy with a plan by Northwest Airlines to lease several of its highly coveted daily take-off and landing slots at Washington Reagan National Airport to Delta Air Lines. The Air Carrier Association of America, which represents many of the nation's low-fare carriers, has filed a petition with the U.S. Department of Transportation (DOT) and the Federal Aviation Administration asking that the transfer be suspended. The association says that if Northwest doesn't intend to use those spots, they should be opened up to competition among other airlines that want to provide service to that airport. Along with New York's LaGuardia and JFK airports, Reagan National is one of three in the USA where the government allocates by airline a set number of takeoff and landing 'slots.' The system is controversial because it limits the ability of new carriers to enter those lucrative airports. "All we are saying is let there be competition," said Edward Faberman, executive director of the association. The DOT says it's looking into the request.
