Howdy Alexandre Tyumenaviatrans (now known as UT Air) have been saying for the last 24 months they would be getting Dash 8. But the airline I am talking of is not TAT/UT Air. It is a far eastern Russian airline to begin with. I have heard back from the airline in question, and have been told that there is currently a tender process being undertaken; the aircraft will be used for a Russian-American joint venture oil/gas company contract. Tender results will be known soon, so will then be able to tell you the airline in question, and whether they were successful or not.
