Something I can add right away...
If an alternate was needed (and for NAS, TSRAs are always in the
forecast..thunderstorms/rainshowers bringing down the visibilities to
require an alternate), the nearest alternate is usually, MIA, FLL, PBI.  So
with that in mind, they need about 30 more minutes of fuel for the over to
the alternate...then 45 mins after that. (In the US Airways Ops Specs, NAS
and FPO more than likely qualify as domestic flights for dispatch purposes.)
So out of LGA, with headwinds and the seats filled, that would most likely
be reason.
