Do whichever airlines service those destinations offer online upgrades?

They're not alone. :-)

For determining fare class availability on domestic US flights, it seems
to be highly accurate. For other flights or other purposes, YMMV.

A knowledgeable travel agent, yes. The average travel agent here would be
lucky to know where CZM is, and certainly not ROR or TKK. I'm not out to
bash travel agents at all; my purpose in mentioning this site was in
reference to a claim that one can't view fare classes and bucket
availability online. I wouldn't know those codes I mentioned if I weren't
a diver, btw, so I wouldn't expect a non-specialist agent to know them
either.

As you can probably guess, though, I book my own travel.
