As a reminder, a former Automake maintainer created a branch/fork of Automake and produced a version of Automake which outputs GNU Make Makefiles which are optimized to take advantage of GNU Make features. I assume that he worked on all of these sort of issues.
I don't recall where the code for this is but I am sure it can be found without much effort.
Yes, it might have been as much as 10 years already, but surely not that much has changed.
