i hope im not wrong about that, but i quite assume that because it is a
GNU project, that strongly implies that contributions are welcome from
everyone, and if the current maintainers need help, that they are fully
open to authorizing qualified co-maintainers - it is not important who
is a "official" maintainer; as long as some responsible, qualified
person is on the team that can and will do code review, and has the
authority to publish
