Clarification for defining variables?

Hello,

A bit of information is provided in this documentation section.

1. Would it be nice to mention that variables which were passed as command line
   parameters will be accessible and processed by ordinary variables in the
   M4 (or shell) programming language (instead of other possible
   programming interfaces)?

2. How do you think about to add any links to other sections there?

   * 7.2 Setting Output Variables

   * 15.3 Choosing Package Options
