Its readme says it's part of "InfoDock integrated development
environment", which turns out unsurprisingly to be another SourceForge
program. In turn, that one's readme hints that (aside from some menu
entries to talk to cscope, etc., InfoDock is the browser tied to
emacs/xemacs with some menus).
(InfoDock, btw is a little different from the run-of-the-mill student
project on SourceForge - it's a commercial tie-in ;-)
