Even if you could collect them one-for-one in generated Makefiles, a better thing to do is look in config.status or run ./config.status --recheck to see them. This request turns up sufficiently often (for me), that I'd love to see another option added to config.status to return these flags in a reusable form (the output mentioned above is not quoted sufficiently)..
