1.x for vms maintainership request

hello autoconf folks,

i'm writing to request write privs for GNU autoconf so that i may
maintain the 1.x line for vms.  the plan is to get it working again,
first, then look at possibly transitioning vms support to 2.x, later.

for the curious, this is primarily to support emacs 21.x under vms,
which currently requires a locally hacked autoconf 1.11.  i have sent
mail (several months back) to Richard Levitte inquiring about autoconf
1.x for vms updates, but have not received a reply.  now i think it's
better to fold everything back into the GNU cvs repositories to reduce
possibility of similar confusion in the future.

let me know what you think.  lack of write privs is no big loss to me
personally (i would publish and point users to autoconf 1.11-ttn1 for
vms instead of 1.12), but it certainly seems to make things easier for
others to accept.
