-rw-r--r-- 1 root root 201 Oct 19 2009 primary.xml.gz
so the files have the same checksum but one of them works and the other
does not via xmllint?
run ldd /usr/bin/xmllint on the broken and non-broken machine.
and run
rpm -q libxml2 on both machines
