It appears that 'package-cleanup --problems' reports a nonzero status if there
are problems, while --leaves does not. Is this correct?
yes.
--problems outputs issues - so a non-zero exit status would help you know
that problems were found.
--leaves just reports leaf nodes - leaf nodes are not a problem in and of
themselves.
