Have you heard about preupgrade ? It seems to have been recently updated:
http://koji.fedoraproject.org/koji/packageinfo?packageID=6045
It hasn't made updates-testing yet, but can downloaded straight from koji.

The idea was to:
- download only the required rpms to complete the upgrade {often lots 
less than a full DVD}.
- download the boot/installer part
- configure the boot/installer part as a grub selection

When you are ready, you reboot, and the normal anaconda installer boots, 
knows it's an upgrade and performs the upgrade {with required packages 
already downloaded}.

I tried earlier versions, and they succeeded OK.
